ELLEN A. CORLEY’S TWENTY-FIVE POINT PLATFORM

FOR THE U.S. HOUSE OF REPRESENTATIVES

FROM ILLINOIS’S FIFTH CONGRESSIONAL DISTRICT

for the election to be held on Tuesday, November 3rd, 2026

#1. END CORRUPTION: Fight and prosecute deception and fraud, corruption, and abuse of power (especially by police, military, and government officials).

#2. ACHIEVE RADICAL TRANSPARENCY: Prosecute state crimes and declassify state secrets. Restore and reform our democratic republic by achieving transparency into all government agencies and all firms contracting with government.

#3. RELEASE ASSASSINATION AND EPSTEIN FILES: Support efforts to demand independent citizen investigations into the Jeffrey Epstein scandal and the John F. Kennedy assassination, while calling for the release of all relevant files. De-classify all files regarding the assassinations of Robert F. Kennedy, Dr. Martin Luther King, Jr., and Malcolm X.

#4. PROTECT CIVIL LIBERTIES AND HUMAN RIGHTS: Restore and enforce the U.S. Bill of Rights (especially the freedom of speech), enforce the Universal Declaration of Human Rights in the United States, and restore civic literacy to assure that our rights are not forgotten.

#5. ACHIEVE JUDICIAL OVERSIGHT: Obtain oversight over the U.S. Justice Department by restoring power of the Independent Special Prosecutor to prosecute elected officials. Strengthen the power of the Department of Justice’s Office of Professional Responsibility to enforce laws against judicial misconduct. Combat bribery – especially judicial bribery – by enforcing laws against honest services fraud. Expand and broaden laws against honest services fraud, and advocate for the establishment of similar laws in foreign countries and at the international (i.e., United Nations) level.

#6. PROSECUTE THE PROSECUTORS: Allow for prosecutors to be prosecuted for committing malicious prosecution, by advocating for the overturning of Imbler v. Pachtman. Amend the Eleventh Amendment in a way that would end the overreach of prosecutorial discretion and immunity, revoking immunity from prosecution from police, military, prosecutors, other government officials, and corporate entities.

#7. BREAK-UP MONOPOLIES AND PROSECUTE ORGANIZED CRIME; outside the government as well as inside, by using and expanding the Sherman Antitrust Act of 1890 to abolish monopolies in government and business alike. Strengthen the Organized Crime Control Act of 1970, and the Racketeer Influenced and Corrupt Organizations Act (R.I.C.O.) which is part of that act.

#8. RESUME DE-NAZIFICATION of the United States: Restore the House Un-American Activities Committee to its original goal of removing Nazis and other totalitarians (rather than primarily communists) from government. Investigate and release files regarding Operation Paperclip, and investigate the hiring of Wernher von Braun and other Nazis at N.A.S.A.. Divest from any and all still-existing U.S. companies that collaborated with the Nazis, and use the R.I.C.O. Act to prosecute all such companies necessary. Re-evaluate diplomatic relations with Germany. Repeal or amend the 1995 National Security Revitalization Act which allows three-fifths of all U.S. funding of the United Nations to go to the North Atlantic Treaty Organization (N.A.T.O.). military alliance.

#9. DEFEAT THE DEEP STATE: Dismantle the F.B.I., the C.I.A., and the N.S.A. (National Security Agency). Repeal the 2015 U.S.A. Freedom Act (which replaced the 2001 U.S.A. P.A.T.R.I.O.T. Act). Pursue the passage of legislation which would order a review of the continued existence of the seventeen intelligence agencies which operate under the purview of the U.S. federal government.

#10. END MASS-SCALE DOMESTIC SURVEILLANCE: Investigate thieves, leakers, and illegal modifiers of P.R.O.M.I.S., Ptech, P.R.I.S.M., Pegasus, Systematics, Palantir, and other domestic surveillance technology; and thoroughly investigate possible murders of investigators, researchers, and leakers of those technologies. Hold a House Un-American Activities -type commission regarding the theft of P.R.O.M.I.S., prosecution software and its illegal conversion into a tool of domestic surveillance. Investigate the Department of Defense, the C.I.A., the Department of Justice, Epstein and the Maxwells, and M.O.S.S.A.D. for their possible involvement in the P.R.O.M.I.S. cover-up.

#11. NO KINGS, NO DICTATORS: Curb the out-of-control powers of the monarchical unitary executive, and its broad power to create a national security apparatus. Review Reagan’s Executive Order 12333 – which allows bulk data collection and sharing of intelligence – and other executive orders. Repeal or amend the National Security Act of 1947, which allowed for the uncontrolled expansion of the security state that operates under the office of the president.

#12. END THE FOREVER WARS: End entangling alliances and pre-emptive military interventions. Dismantle the Military-Industrial Complex; by dismantling the C.I.A., and ending U.S.-led occupation and coups in foreign countries. Prevent wars by establishing a Department of Peace (by merging the Department of State with the Department of Defense / Department of War, and eliminating duties not essential to either defense or diplomacy), drastically reducing spending on offensive military purposes.

#13. END THE GAZA GENOCIDE: Fight Israeli imperialist propaganda; by supporting bills to end the sale of offensive weapons of war to the State of Israel, opposing the Zionist occupation of Gaza and the West Bank, advocating for immediate negotiation and release of hostages, exposing the M.O.S.S.A.D. and its spying on the U.S., combating the spread of “Hasbara” propaganda which denies the ongoing genocide in Gaza, and demanding the repeal of legislation which prohibits companies from boycotting the State of Israel while serving as government contractors.

#14. END TORTURE BY POLICE AND THE C.I.A.: Demand a federal investigation into the cover-up of torturous police interrogation and coerced confession in Chicago prisons which occurred in the 1970s and 1980s under the supervision of the late commander Jon Burge. Oppose any and all attempts to weaken or repeal the Anti-Torture Act, the War Crimes Act, and the Detainee Treatment Act, which prohibit “enhanced interrogation techniques” such as waterboarding. Support declassification of all files pertinent to M.K.-U.L.T.R.A., and any and all other C.I.A.-operated torture programs which resemble – or operated in connection to – that project.

#15. REFORM CRIMINAL JUSTICE: Urge and allow federal and state government to ignore and nullify the 1960 Model Penal Code and the 1994 Contract with America, which gave us mandatory minimum sentencing guidelines, and “three strikes you’re out” laws, allowing the accused to be labeled as “super-predators”. Urge the City of Chicago – and all localities across the country – to continue to develop the “community policing boards model”. Urge Chicago – and other cities with large police departments and known corruption issues – to establish anti-corruption ombudsmen’s offices. Restore and protect the rights of exonerees and ex-offenders who have served their time.

#16: ABOLISH I.C.E. AND END MILITARIZATION OF THE POLICE: Abolish Immigration and Customs Enforcement and the Department of Homeland Security. Make it legal for state and local officials to arrest I.C.E. agents – and agents posing as I.C.E. – and to refuse to allow them onto state and local property. Enforce and strengthen the 1878 Posse Comitatus Act, and get tanks and armed drones out of the hands of local police departments.

#17: END “WELFARE-TO-WORK” AND PROTECT FOOD STAMPS: End “welfare-to-work” policies, by ceasing to require welfare recipients to immediately report new income which would disqualify them from continuing to receive welfare benefits before they can afford to stop. Continue to fully fund benefits provided under the Supplemental Nutrition Assistance Program, and fight federal efforts to cut-off states’ abilities to provide such benefits to their people.

#18. FIGHT CORPORATE CONTROL, DE-REGULATION, AND PRIVATIZATION OF GOVERNMENT: Reverse and end the privatization of the public estate; especially of elections, utilities, and the Securities and Exchange Commission. Defeat inverted totalitarianism and “lawfare” by corporations; by opposing U.S. participation in “investment court systems” that allow businesses to sue governments for “lost” future profits that they have not yet earned; through opposing any and all efforts to restore Trans-Pacific Partnership (T.P.P.) -style legislation, and through prohibiting foreign investors from pursuing “investor-state dispute settlements” against the U.S. government .

#19. OUTLAW GOVERNMENT PROPAGANDA: Break-up the monopoly on American media which is currently held by just six major corporations. End the legalized propagandization of the American people, by repealing or amending the Smith-Mundt Modernization Act of 2012. Restore and expand the 1913 Gillett Amendment (a/k/a “public relations act”) which made it illegal for the office of the president to spend taxpayer funds in order to conduct public relations, including social media and marketing content. End corporate control over the media, and give it back to the people – and stop public broadcasters from editorializing – by using the F.C.C. to restore and enforce either the 1949 Fairness doctrine or the 1941 Mayflower doctrine. Release all files related to the C.I.A.’s Operation Mockingbird and Project Mockingbird.

#20. ACHIEVE FAIR ELECTIONS. Advocate for the overturning of Citizens United v. F.E.C.. Reform elections, and expand ballot access; by making the number of signatures required to get on the ballot the same for all candidates - regardless of party affiliation or independent or write-in status - in all districts nationwide.

#21. RESTORE RIGHT REGULATIONS: Protect voting rights and the environment; by fully enforcing the Voting Rights Act of 1965, the Clean Air Act of 1963, the National Environmental Policy Act of 1969, and the Clean Water Act of 1972.

#22: PROTECT MEDICAL FREEDOM AND PRIVACY: De-privatize Obamacare, while keeping the public option, and transitioning to Medicare for All. Enforce and strengthen the Health Insurance Portability and Affordability Act (H.I.P.A.A.) in order to protect medical privacy and the right not to get a vaccine. Explore all options available to end the virtual monopoly over medicine which is currently held by United Healthcare. Open a Church Committee -style commission regarding the COVID death protocols and the possible crimes of Anthony Fauci.

#23. PROTECT REPRODUCTIVE RIGHTS AND ACHIEVE EQUALITY OF THE SEXES: Advocate for the overturning of Dobbs v. Jackson Women's Health Organization, and the restoration of Roe v. Wade; or else pass a National Reproductive Rights Act which would affirm that health and family planning privacy are rights protected by the Fourth Amendment. End discrimination on the basis of sex; by pressuring the president to affirm that the Equal Rights Amendment was already properly ratified, and pressure the president to sign the E.R.A..

#24. REFORM SOCIAL SECURITY AND EDUCATION: Achieve a state of affairs similar to the goals of a Universal Basic Income -type program – equal to no less than $10,000 per person per year – by expanding Social Security into Social Security for All. Expand access to Supplemental Security Income (S.S.I.) benefits. Continue to fully fund the U.S. Department of Education, and oppose all attempts to abolish it.

#25. REFORM TAXES AND MONETARY POLICY: Repeal regressive property taxes which harm the poor more than they inconvenience the rich. Enforce progressive income taxes on our wealthiest citizens, increase the top marginal tax rate, and increase taxes on corporate profits. Audit the Federal Reserve System (fully and annually), until such time as the Federal Reserve Act can be repealed, and then abolish the Federal Reserve. Restore control over monetary policy to the people (through the Congress), replacing fractional reserve banking with full-reserve banking. Issue a new currency that is debt-free and interest-free.
